JCSER: Deportation of PLC member part of displacement policies

Israeli occupation government decided to deport Ahmed Attoun, a member of the Palestinian Legislative Council, on December 6. The decision was ruled by the military court which ordered his deportation from Jerusalem to Ramallah.

Faced with expulsion threats, he had taken refuge with two colleagues in headquarters of the International Committee of the Red Cross (ICRC) in Jerusalem. Attoun was detained in September in front of the offices of the ICRC in Jerusalem in September.

He had taken shelter in the ICRC building along with another Hamas legislator, Muhammad Abu Teir, and former PA minister Khalid Abu Arafa, after Israeli authorities revoked their Jerusalem residency permits. By then, they were ordered to leave the city of their birth place.
In a statement issued in June 2010, after Israel ordered the men to leave Jerusalem, the three Hamas men wrote: "We as sons of Jerusalem have never left it before ... we emphasize that we will remain here and never leave it."
Attoun was released from an Israeli jail in 2009, along with five other Palestinian lawmakers. He had been held for three years.

The Jerusalem Center for Social and Economic Rights, JCSER, commented on the deportation order saying, "It is an implementation of what the center has warned of a year ago about Israeli intentions to deport from Jerusalem hundreds of Palestinian personalities and national figures."

Earlier this year, Israel deported Muhammed Abu Teir to Ramallah after detaining him for several months. It also issued Fatah Secretary in Silwan Adnan Gheith a temporarily deportation order. Meanwhile, the authorities also sent an ultimatum to the former Minister of Jerusalem Affairs Khaled Abu Arafeh and member of the Palestinian Legislative Council Mohammad Totah, who are protesting inside headquarters of the ICRC, to hand themselves to the police.

JCSER would like to remind that according to international law, East Jerusalem is part of the occupied territories and its Palestinian residents are protected persons. Moreover, Article 49of the fourth Geneva Convention prohibits Israel, as the occupying power, from making forced transfers or deportations.

Ziad Hammouri, said that the deportation of deputy Atoun and the threats against Minister Abu Arafeh and PLC member Muhammad Totah are part of the Israeli policies to displace Palestinians of their holy city. He added that the deportation orders cannot be isolated from the other Israeli policy of prohibiting Palestinian national and religious figures from entering al-Aqsa mosque compound and the Old City.
