JCSER's Legal Unit: Demographic Implications on the Palestinian

JCSER has warned of the demographic implications of the Israeli decision to expand Jewish settlements built on Palestinian land in 'Jabal Abu Ghneim', southern Jerusalem, and the Jewish settlement of 'Ma'ale Adumim', eastern Jerusalem.

A report issued by JCSER's Legal Unit noted that the construction of hundreds of new settlement units in the Jewish settlements around East Jerusalem may double the number of Jewish settlers in return for taking out some 100,000 Palestinians from the municipal boundaries of Jerusalem, caused by Israel's construction of the 'Apartheid Wall'. In other words, the number of Palestinian Jerusalemites will be reduced to 200,000 out of 300,000, as a preliminary phase followed by further reduction in the number of Palestinians upon the completion of the 'Apartheid Wall', and the Israeli government's intention of taking out more Palestinians from neighborhoods adjacent to the Old City outside the municipal boundaries of Jerusalem, with maintaining a geographical and demographic contiguity for the Jewish settlements.

JCSER regarded Israel's decision to freeze the construction of thousands of Jewish settlements in the industrial zone of 'Atarout as formal, given that the infrastructure for these settlements was completed more than two months. Large areas close to Qalandia Airport have been leveled for this purpose.

In its report, JCSER's legal unit noted that the situation in 'Atarout is quite similar to that of the area located between Ar-ram and the villages of Hizma and Jaba', northern Jerusalem where the Israeli authorities completed part of the 'Apartheid Wall', east of Ar-ram, and established the infrastructure for the construction of thousands of settlement units in this area in favor of the Jewish settlements of 'Adam', 'Nevi Yacoub' & 'Pizgat Ze'ev'.

JCSER warned of setting committees by the West Jerusalem Municipality, the Interior Ministry, and the National Insurance Institute, in the neighborhoods that have been isolated by the 'Apartheid Wall', responsible for running citizens' affairs and opening educational and health institutions that provide its services for the residents of these neighborhoods with the aim of withdrawing their residency status, under the pretext that they live outside the municipal boundaries of Jerusalem.
