The Israeli Civil Administration in Hebron refused to grant Mahmoud Odeh, Khawlah Odeh's husband, a permit to enter Jerusalem, after the Israeli Interior Ministry approved the family reunification application, which was submitted in 2000, despite the fact that the Civil Administration is not authorized to issue family reunification applications.
