A Palestinian Jerusalemite was forced to appeal to an Israeli court three times to attain a court order that would oblige the Ministry of Interior to grant him an approval on his family reunification application

One day before the deadline that was issued by the Israeli Central Court to the Ministry of Interior, the later found itself obliged by the court order to grant an approval on Osama Kaloutis family reunification application. The Central Court issued the deadline after Mr. Kalouti filed his third complaint due to unnecessary and unjustified lengthy delays by the Ministry of Interior.

The Courts decision came as a result of a complaint filed by JCSER to the above-mentioned court. JCSER followed up with the case after the second court decision was issued obliging the Ministry of Interior to approve the application.

Mr. Kalouti went to Germany to continue his post-secondary education and returned to occupied East Jerusalem in 1999. In the year 2002 he submitted a family reunification application for his wife and two children. The Israeli Ministry of Interior rejected the application and justified its notice with the governments May 12, 2002 decision to freeze the processing of all new family reunification applications.

JCSER submitted a complaint against the Ministry of Interior on May 21, 2003 for which the court agreed to grant Mr. Kalouti an approval within a 45-day time period conditioned that he would withdraw his complaint. During this period Mr. Kalouti was unable to enter the Ministry of Interior due to entry prevention measures. JCSER sent two memorandums to the Ministry on February and July of 2004 reminding it to grant Mr. Kalouti entry. JCSER went to the court for the third time and the court gave a notice to the Ministry of Interior to process the application within 15 days. At the end of the 15-day period the Ministry of Interior gave Mr. Kalouti an approval on the application.
