New Israeli Measures to Impede Palestinian Construction in Occupied East Jerusalem

The Head of JCSERs Legal Unit, Ashraf Seif, has sent an urgent memo to Metetyaho Hota, Head of the District Committee for Organization & Construction at the West Jerusalem Municipality, requesting him to either deny or confirm that he recently issued new instructions not to follow up on building schemes concerning Palestinian land in East Jerusalem, in the wake of the investigation carried out by the Israeli police in the forged land deeds.

In his memo, Mr. Seif said, I was able to verify the validity of the information after a Palestinian Jerusalemite approached the Center seeking legal advice, since engineering offices specialized in building in East Jerusalem have received these new instructions.

The moment we receive a reply from the Head of the Committee, the Center will retain its right to approach the court to refute the legality of these instructions, the memo added.

Mr. Seif regarded these instructions as a pretext adopted by Israeli occupation authorities in order to impede the issuing of building licenses to Palestinian Jerusalemites and to classify them as building laws violators.

JCSERs Director General,described the new instructions as very dangerous and among the measures and restrictions being carried out by the Jerusalem Municipality, in cooperation with Israeli police, in order to fight Palestinian construction in East Jerusalem. These measures include: confiscation of construction equipment and material, forcing violators to sign bail bonds in the amount of thousands of shekels, and imposing multiple penalties: high fines, demolition of the house, and imprisonment.

The implementation of these instructions means an intensification of the measures taken against Palestinian Jerusalemites, including demolition of Palestinian houses, at a time when Palestinian Jerusalemites suffer from a severe housing crisis, which forces them to build without obtaining building permits, JCSER;s Director added.

The Center will pursue the case legally in order to force the Municipality to retract the new instructions.
