Special Session Scheduled for June

The Head of JCSERs Legal Unit, Ashraf Seif, has recently received from the Head of the District Committee for Organization & Construction at the West Jerusalem Municipality agreement to hold a special session in June concerning the Committees recent decision to freeze action on building and licensing requests submitted by Palestinian landowners in East Jerusalem.

20 June 2004 has been set as a date for the session, during which claims will be submitted confirming that such a decision constitutes a form of collective punishment that has no legal basis and constitutes a violation of the Committees duties.

In the wake of discovering the gang for land forgery in Jerusalem a few months ago, the Committee began to implement a new policy in regard to the issuing of building permits. The Committee stipulates that Palestinians have to prove ownership of the land on which houses will be built.
