Through a court order, JCSER obliges West Jerusalem Municipality to abandon strict instructions on building codes that create extreme obstacles on construction projects in occupied East Jerusalem

Occupied East Jerusalem district committee for organization and building codes declared that WJM is abandoning its strict instruction that it has previously put forth that have Lead to widespread rejections concerning development projects by any East Jerusalems Palestinian landowners, unless the property is registered in the Israeli Tabou.

The WJM abandoned these discriminatory practices after JCSER lawyer, Mr. Ashraf Saif submitted a petition against it to the committee. Mr. Saif had previously sent a letter to the committee threatening to petition the court because he did not receive an answer to previously sent memos asking for explaining these discriminatory instructions.

Based on the committees recent answer to Mr. Saifs threats, the committee confirmed that there would be new instructions created concerning land development. Mr. Saif said, JCSER, through me, followed up on these discriminatory instructions and I sent several memos to the committees chairman demanding him to cease enforcing these illegal instructions. Then the committee invited me to its meeting on June 20, 2004 and during the meeting the committee proposed my petition against the WJM instructions. At the end of meeting, the committee confirmed that it would study the instructions and based on the study it will take the appropriate measures. On September 4, 2004 I sent numerous letters to the committees chairman clarify the committees decision. Two days later I informed the committee that I am submitting a petition to the court. Then the committee declared the it is abandoning the instructions in question and it has produced new set of instructions concerning the matter.

Mr. Saif also clarified that he is currently studying the new instructions, and studying the possibility of petitioning the court in reference to the new instructions if necessary.
