JCSER: Occupied Jerusalem District Committee drops the most dangerous obstacle in the new building code instructions that impose harsh restrictions on construction projects by Palestinian Jerusalemites

Yesterday, JCSER published the new building codes instructions text that was produced by the Occupied Jerusalems District Committee. The instructions impose excruciating restrictions on Palestinian housing construction projects and its ultimate goal is to eliminate Palestinians right to shelter in East Jerusalem.

The difference between the most recent building codes instructions list and the previous one is the Occupied Jerusalem Committee was forced by JCSER to drop the most crucial articles of the instructions, which would lead to land confiscation by the Israeli authorities.

JCSERs lawyer, Mr. Ashraf Saif said, First I would like to point out to last march 2004 when the district committee released and enforced a building code instructions list on land in East Jerusalem. Then I held several meetings with the committee demanding that it drops the list of instructions because of its illegal contents. The committee met last July to discuss my request and the committee dropped articles of the list that would require the landowner to conduct a first registration at the Israeli Tabou. Mr. Saif confirmed that this process is extremely difficult, complex, and costly and it takes several years to complete. It also requires the approval of the Israeli authorities concerned with land confiscations in East Jerusalem.

Mr. Saif considered the removal of the articles concerned with first registration with the Israeli Tabou is a milestone accomplishment since it removed the dangers of Palestinian land confiscations by Israeli authorities. It also removed very costly procedures to obtain building permits.

Mr. Saif confirms that the removal of the articles mentioned above from the list of building codes instructions is not the end road for JCSERs legal unit and the unit will follow up the new list of instructions that was produced most recently by the committee.
