An Israeli court of local affairs judge issued a two-month jail sentence against a Palestinian Jerusalemite Omar Shaloudi from Silwan neighborhood on a charge of building his home without a permit. In addition, the judge issued a 10,000 NIS fine and forcing Mr. Shaloudi to sign a 15,000 NIS bail.

The double punishment ruling issued by the Israeli judge is a dangerous precedent and the Center petitioned the court about the ruling in this regard. The petition was on the basis that Mr. Shaloudi would only have three months after he has served his jail sentence to attain a building permit, said advocate Freed Mahajenah.

Previously, the West Jerusalem Municipality imposed a 45,000 NIS fine on Mr. Shaloudi in 2001. In June of 2004 the WJM issued a second charge against Mr. Shaloudi by giving him a demolition notice of his home and a second 45,000 NIS fine, added advocate Mahajenah.
