Citizens suffering increased during 2002

The Jerusalem Center for Social & Economic Rights (JCSER) holds the Israeli Interior Ministry and National Insurance Institute responsible for the suffering and maltreatment of Palestinian Jerusalemites who approach these institutions. Palestinian citizens are attacked, humiliated and degraded by the employees of these institutions.

These practices take place in front of officials from these institutions, and the Israeli police. However, such treatment does not happen at the same offices in West Jerusalem. Jewish citizens are not forced to stand in long queues outside the offices of the Interior Ministry or the National Insurance Institute, nor to come in the early hours of the morning to begin queuing.

During 2002, the Center documented a large number of cases in which citizens were severely attacked or maltreated, and believes that thousands of citizens were also victims of these measures. The suffering of citizens could be alleviated if these institutions adopted the same system that operates in West Jerusalem.

It would then be possible to avoid the long queues and process citizens claims more efficiently.

The Center regards these measures as part of Israels systematic, discriminatory policy, aimed at disrupting the interests of Palestinian citizens.
