The Jerusalem Center for Social & Economic Rights (JCSER) has warned of the Jerusalem Mayors recent approval of a special budget in the amount of 1.2 million shekels determined by the Financial Committee to fund the aerial photography being conducted by the Building Control Teams in the Palestinian neighborhoods. The aerial photography will help the teams pinpoint the unlicensed buildings in these neighborhoods.

JCSERs Director General,said, The approval of the budget may double the campaign conducted by the Jerusalem Municipality to demolish more Palestinian houses in Occupied East Jerusalem.

He noted that the Municipality allocates more than five million shekels annually to carry out its demolition campaign in Occupied East Jerusalem. Therefore, the addition of the new budget to the Aerial Photography Unit means that more restrictions will be imposed with regard to dealing with the Palestinian construction in Jerusalem at the time that severe restrictions are being imposed by the Jerusalem Municipality on granting licenses to Palestinian Jerusalemites.

He clarified that the house-owner pays the demolition fees incurred, reaching up to 1,000 shekels.

According to JCSERs data, the Jerusalem Municipality forces Palestinian citizens to pay the demolition costs. In addition to imposing high fines in the amount of millions of shekels, it imposes dual penalties on Palestinian Jerusalemites described as building laws violators. Penalties include imprisonment and forcing house-owners to demolish their houses themselves.

In accordance with the Jerusalem Municipalitys recent decision, it also approved that the Building Control Teams conduct aerial photography for the Palestinian neighborhoods once every week three weeks concurrent with its intensification of field activities on the ground.
