Over 50 Demolition Orders in Al-Issawiyeh in Less Than Two Weeks

JCSER Calls for an End to Raid Campaigns in Jerusalemite Neighborhoods Carried Out by the Municipality's Building Teams

 

The Jerusalem Center for Social & Economic Rights (JCSER) called for an end to the raid campaigns being carried out by joint teams from the Jerusalem Municipality and the Israeli police in Palestinian neighborhoods and suburbs in East Jerusalem under the pretext of monitoring the building in these neighborhoods. These teams, however, give Palestinian citizens demolition orders in large amounts, calling them to remove the so-called 'building violations' and warning them to demolish their houses. One example was what happened yesterday in Al-Issawiyeh, a Palestinian neighborhood northeastern Jerusalem.

A report issued by JCSER's legal unit noted that the campaign carried out yesterday by joint teams from the Jerusalem Municipality and the Israeli police doubled the number of demolition orders given to Palestinian citizens to over 50 in less than two weeks. This raises many question marks about the timing of this campaign, and disapproves what was announced by the Jerusalem Municipality a month ago about its intention of approving hundreds of housing units in Palestinian neighborhoods, such as Al-Issawiyeh, Jabal Al-Mukabber, Sur Baher and Um Tuba, and resolving the situation of the unlicensed buildings in the rest of the city's neighborhoods.

In this context, the report referred to what happened shortly after the Municipality's announcement. The Municipality, however, stepped up its demolition of Palestinians' houses in Al-Issawiyeh. It demolished a building a week ago and continued until yesterday to hand over more demolition orders to Palestinian citizens.

The legal unit connected between the escalation in house demolitions and the recent security developments in Jerusalem. It warned that the Municipality may take this situation as a pretext to violate the law, and take retaliatory, punitive, detrimental measures that affect large numbers of Palestinian Jerusalemites, constituting a collective punishment.

The legal unit confirmed that the Jerusalem Municipality and its planning & building departments are fully and solely responsible for correcting the situation of the 'unlicensed construction' in East Jerusalem through approving the building schemes for Jerusalemite neighborhoods, and granting building licenses for Palestinian applicants, exactly as it does when its comes to the construction of Jewish neighborhoods or the expansion of settlement neighborhoods built on Palestinian land.
