Israeli Army clarifies its measures at Qalandya Crossing to JCSER

The Jerusalem Center for Social and Economic Rights, JCSER, received on February 10, the response of Israeli army to its inquiries regarding the sufferings of the Palestinian people due to the harsh treatment, they are subjected to at Qalandya Crossing, in addition to the nature of Israeli measures at the crossing.

Among the 23 questions sent to Department of Complaints of the Israeli Ministry of Defense, JCSER, received answers to only 7 questions. JCSER demand was sent to the department in July 2010.

The Israeli Army responses are as follows:

  1. Long waiting time:

"According to available information, the maximum waiting time during rush hours, does not exceed 40 minutes."

  1. Absence of clear instructions at the crossing

"There are clear instructions at the crossing. The claim that children and elderly people are forced out of the vehicles for checking is not right. When cars belonging to people who are not allowed to pass, arrive at the crossing, they are diverted to the pedestrian lane. The vehicles lane is specialized for the passage of vehicles only and not the commuters. Nevertheless, children under 14 are allowed to cross through the vehicles lane in accompany of their parents, in addition to members of their families from the first degree of kinship, who are allowed to pass through the vehicles lane, in accordance to the personal judgment of the officer in the area, but not absolutely."

  1. Humanitarian cases

"Regarding the humanitarian cases, each case will be reviewed separately and the decision in this regard is up to the duty officer."

  1. Special lanes for Israelis

"The claim that there are separate lanes of checking for the Israelis and others for residents of West Bank is baseless, since every person is permitted to have access to any active lane of pedestrians, at any time.

  1. Guidance signs:

"In cooperation with the Liaison Office, many guidance signs have been erected, but regretfully because of sabotage actions committed by same passers, the signs are vandalized. (The signs were erected at the crossing in 2010 but were damaged all). "

  1. Access to governmental offices

"On daily bases, Israelis have access to the governmental offices, in addition to West Bank residents, including some of whom do not hold entry permissions. However, this category will be continued to be subjected to security checking in accordance with instructions. In regarding to crossing towards Jerusalem after receiving services of the governmental offices, the issue will be reviewed in the crossing unit in order to find a proper solution. Nevertheless, such a solution needs a change in venue, a fact that entails financial costs."

  1. Behaviors of the crossing operators

"We are with the criticism to the inappropriate behaviors of the security inspectors towards the commuters, but we can't investigate such claims without mentioning and indentifying a certain case. We will be happy to receive any detailed complaint in this regard that is accepted in the proper and immediate time. It should be noted that a police officer is stationed at the crossing. He is in charge of the crossing and ready to deal immediately with problems of this kind.
