JCSER: Military Checkpoints Around Jerusalem Become Ambushes

The Israeli military checkpoints erected around the city of Jerusalem, and the crossing points established to separate Jerusalem from the West Bank have over the past few weeks turned into ambushes for Palestinian Jerusalemites accused by Israeli institutions (income tax, national insurance & Jerusalem Municipality) of evading the payment of taxes previously imposed on them, or evading court rulings issued against them (imposition of fines, confiscation of property or imprisonment).

Since the beginning of the campaign four weeks ago, the national insurance teams have confiscated a daily average of 30 cars for Palestinian citizens at checkpoints erected in Shu'fat Refugee Camp, Beit Hanina, Dahiet Al-Barid, Ar-Ram, Hizma, Az-Za'yim, and Qalandia crossing point.

Dozens of Palestinian citizens who cross these checkpoints are questioned concerning previous violation, in issues related to residency, illegal building, and failure to pay national insurance or income tax fees. They are interrogated by special teams found near these checkpoints.

JCSER confirmed that such measures may suffocate the Palestinian economy in the city of Jerusalem, and increase the suffering of Palestinian citizens crossing the military checkpoints. During rush hours, the checkpoints are crowded with Palestinian vehicles which are thoroughly examined.

JCSER noted that such measures are added to other new measures which have already been implemented a few months ago. Commercial vehicles are prohibited from passing through Shu'fat and Hizma checkpoints, northeast Jerusalem, while drivers are asked to pass only through Qalandia or Az-Za'yim crossing points.

JCSER notes that such measures hit commercial complexes in areas, which have become isolated due to Israel's construction of parts of the Apartheid Wall, such as Shu'fat, Dahiet As-Salam, Anata, Ar-Ram & Dahiet Al-Barid. Over the past six years, these large complexes around Jerusalem have attracted more merchants and factory-owners from the Old City and from neighborhoods located outside the walls of the Holy City.
